"decline has slowed", and bumped a bit up in Waterloo (but it's supposed to be noisy). Nevertheless, the raw number has dropped from 600 to 61 and then up to 64 (which is a 9x reduction) for Waterloo. However it was at 3 before the omicron bump. So I think it's still not great.
