No lottery now. But, still, I have not seen a single new licence issued in Kitchener-Waterloo since they switched from a lottery to "open licensing" six-plus months ago.
Wait, it’s fully open now? Anybody can meet some requirements and open a store? If so this may be a more interesting story.
