Metrolinx is finally admitting legal defeat. They will continue to work within the contract dispute resolution process.

Wonder if they'll go back to CN; they went to Bombardier because they weren't getting what they wanted from CN. VIA maybe?

The way I read that is that BBD won't be allowed to bid for the review (because they would be reviewing their own operations) but they might not necessarily be blocked from bidding for the operation of the system.
In any case, BBD's current contract runs out to 2023, so unless Metrolinx can argue that BBD is in breach of contract on that, too, they would be unlikely to be able to terminate early.
