They were probably just getting back up to speed after the January shutdown when the early April shutdown happened. Even if the main contractor is paused I'd expect lots of sub contractors are doing residential projects too, so they probably reschedule everything and it's a pain to get going again post-shutdown.

There's also exceptions around "operating and delivery of IT services" but I think that means datacenters not offices. I believe you they're operating, but I'd guess it's at least at heavily reduced capacity compared to normal? I don't really know though.

The parking garage is about to get started for this project. Permit 21-104909 at 2 Stewart St is currently pending, and you can see the outline in the GIS.
