They apparently only process about 20 applications per month, and there is no indication on the page as to the status, apart from the public notice period. In total, there are only 105 shops province-wide that have been authorized to open, so the process is none to swift.
A month later, no further approvals for either Kitchener or Waterloo. It may be more "open" than the lottery but maybe both the staff members on the applications processing team are on vacation now.
