I'm not sure what you're getting at?  Is there intended to be parking there?  Regardless, as pointed out, they're still on the sidewalk.

They're parked on a grass strip between the sidewalk and the building.
"Parking" initially referred to small areas of grass and trees that were next to roads.
When cars came around, people started putting their cars in the "parking".
Soon, the term "parking" would refer to "a place to put your car" instead of "a small roadside strip of park"

The vans are clearly in the "parking"! Big Grin
