I was wondering about that just the other day - it seems to me that they need to get to pre-sales by the end of this year if they want to take advantage of the development fee waiver that ends in 2019.   The local economy looks promising for this year and next, but I'm assuming it could take them a year (or more) to hit their pre-sale target.
