The latest plan I know of (2014 initial design report from the MTO site) calls for 4 separate cutouts under the rail line, one for each new ramp.
The Frederick Bridge will also be fully replaced. It has had several 'band-aid' rehabilitative work over the past year, but not a full rehabilitation in anticipation of being fully replaced to accommodate the new acceleration/deceleration lane taper widths for the new Highway 7 interchange. Note that the Frederick Street bridge's parapet walls were never replaced either, and with the exception of the rail bridge, it is (sadly) the only remaining vehicular bridge on the Conestoga Parkway with the original, vintage MTO double rail guard parapet walls. There has also been various concrete patching and sealing done to the structure to prolong the life without doing a full rehabilitation.
Wellington Street on the other hand is not planned to be replaced and over the past 15 years had 2 extensive rehabilitations (with the most recent being last summer).
I have seen plans for the Frederick Street replacement bridge, and if I can find them again, I will post them here.
