Not a bad idea or even a spot for an approved food truck to set-up. 
One thing I feel they are missing is some sort of "emergency station".  A direct line to 911 or panic alert.  This area is a dense populated area (younger individuals) and unfortunately higher incidents of crime seem to happen here.  Should take the opportunity to improve safety.

Emergency posts are used on private property, where response is limited to local security/campus police [Hospitals/University].  Responding agency is normally close by, and such a call is a priority for them.... however, there are many false alarms as groups/people press the buttons as they pass by, and are normally gone by the time responders arrive.

To use this in a non-private setting, you would want to keep the urgency (Similar to a 911 call from the park), but I think the number of nuisance calls they would generate would (a) tie up valuable resources and (b) have slow response times after so many "cry's of wolf". 

Almost everyone has a cell phone, a direct 911 call is better than an emergency post.
