I'm inclined to agree with Dan on this. It's a channelled slip lane with walk buttons/signals on the island, just like every other channelled.
1. In this case you have an attentive operator in a slowly moving vehicle watching for pedestrians.
2. In the other case you have often inattentive motorists going three times faster or more (10km/h vs 30km/h) than the LRV.
Neither is zero risk (ain't no such think in this universe) but, realistically, which is the bigger risk?
I think it's clearly number 2.
