Or, cannabis shops feel that they have a high (ha!) enough profit margin to be able to afford the Uptown and Downtown rents that in some cases appear to be out of touch with the actual amount of foot traffic that is in a given block.

I suspect that the profitability is still just a target. However, many of the shops are owned by larger corporations that have substantial venture capital or large-scale funding backing them up, so they are willing to run at a loss for a while to build their brands and establish a business.
