I wonder how much of that is because by the time construction and permitting takes place, compared to the actual initial approval, many more taller projects have been approved setting the bar higher.

I wonder how often developers overbuild the foundation and supports so that a building could be extended later. Get approval for a 15 story building, but instead build the first 15 stories of a 30 story building; then come back later when the planning climate has shifted and get approval to build the additional floors.
