The 50 Borden site is outside of the approach for the airport and thus the height is not a major issue, you can look at the AZR map and see that. The Region also doesn't have final say over height NAVCAN does, thats why projects like Mill and Ottawa can get the height they want even though it intrudes into the AZR. 

Everything around 50 Borden is zoned SGA-4 from Growing Together which is unlimited height with a holding provision which includes gaining approval from NAVCAN because the flight surfaces need to be adjusted, this is already happening in general but isn't complete.

Keep in mind that Vive and Woodhouse can resubmit the OPA/ZBA and use the new Growing Together rules and will have a much easier time. 50 Borden is also a Woodhouse project with Vive acting as a JV partner. So it wasn't ever going to be as quick as other Vive projects.

This project isn't VanMars main focus right now anyways so it was never going to be the first 50 floor building. VanMar is focused on Station Park before moving to other projects (10 Duke, this, both of their Waterloo ones).

I don't see the condo market heating up any time soon, so doubt any new condo towers even at 40 stories get built. Also I asked Stephen Litt from Vive about 50 Borden. His replies "We are still working with the Region on the airport approvals" I then asked about the heights of 57 and 51 stories, his reply was "Won’t be 55 Sad"

This is great because it means we won't have to deal with deliberately ugly, poorly made towers polluting our skyline...for a while, at least.
