You're right, they recently put the second tower crane back up for the second building and now it's gone again. It surprised me too. Only thing I can think is that the new owner might not be ready to build building 2 but figured that leaving the hole in the ground for a few more years isnt really a good option. The shoring is usually only designed to last a year and it was well past that. Maybe it's even insurance related, such as insurers not wanting an unsecured hole in the ground beside the new building and a busy road.

Yes, remaining crane is down. I think because they have completed the underground. Probably not ready to start the second tower yet.

Yeah that's likely the case. Cranes cost a lot to rent, so assuming they weren't using their own then they probably just figured they'd dismantle it and only put up a new one when they get the green light to continue the above ground work.

I just realized that the underground that they recently finished up is actually the foundation for two more buildings. Until now I had always assumed in my head it was just the second building. It might be a while till they get those built. I wonder how sales are going on the first building, and also I wonder when occupancy might be.

You can get an occupancy permit well before the finishes are in, and not all units need to be ready for occupancy. The main difference here is that the original developer ran out of money so the project was massively delayed, so the new owners are keen to move in as soon as possible, and the (new) developer didn't include enough buffer in their occupancy schedule. None of the things mentioned in the article are fundamental problems. Not nice, but can surely be addressed in the coming months.
