Yes occupancy is permitted in building A.

Permits are issued for building B and C but construction has not commenced on anything beyond the underground.

To some degree, yes.

Elm has spent the last few years working through some of the more nuanced technical portions of the project including financing to start on the next towers. They had permits for Tower B and C issued in 2025 before the water issue as such they can go ahead unlike other projects.
