4-12 are at various stages of assembly, 13 just started, and 14 has yet to start, it seems.

4 is complete but not ready to ship for a week or so as they are testing it there too. Vehicle 3 is ready to ship at any time. Bombardier is probably scheduling delivery with CN now.

5 & 6 are getting their interiors done according to Tom Galloway.

Mike Farwell makes my blood boil some days.

5 months late is literally insignificant in the world of transport systems. The fact our system is only 5 months behind probably puts it in the top-10 list of transit systems worldwide built in the last couple of decades for closest to opening on-time.

There have been almost zero glitches in the construction of our system compared to others around the world. People here have no point of reference so all they can do is bitch.

Not necessarily.  Substantial completion of construction and operations are two separate entities.  Tom Galloway mentioned this is a interview last month.  Grandlinq Contractors and Grandlinq GP are two related entities.  The only documentation I could find for the 30 year operation/maintenance/financing payments was a Regional summary noting they were to start in "mid-2017" but it didn't specify what triggers it.  It is in the project agreement somewhere.

Substantial completion is triggered by a completion of a certain value of the contract less known deficiencies.  There is a formula which is like 3% of the first $500k, 2% of the next $500k and 1% of the balance.  Once this is reached then the contractor posts notice of substantial in the daily commercial news which is what the link was to.  This starts a 45 day clock for sub contractors and suppliers to make any claims for non-payment which they make directly to the Region.  If no claims are made then after the 45 days the 10% holdback is released to the prime contractor.

Has the region actually signed off, or is that entirely up to the third party listed here? Since it's well past 45 days, shouldn't we have some idea of any cost overruns? It would be nice to finally shut down people whining about the dome and how it will be hundreds of million dollars over budget.
