They are outside, at least, so the risk of infecting each other if one was positive isn't all that high. There has been no evidence of any community transmission after the Trinity Bellwoods mess, so I suspect the risk of transmitting anything between a few construction workers while outside (and working very high up where there is a lot of wind) is pretty low. Of course, it's still possible and they should try to keep a distance, but yeah...it's not as easy to transmit outdoors as we initially believed.
