Why CN? Metrolinx bought the section in 2014.
CN is still the deciding authority for railway clearances etc since their equipment, or that of another company handling their freight traffic, will operate through the space. The same thing happened with the Waterloo Spur where CN was one of the final approval steps for all trackwork.
Picture from this morning. Not only is the covering over most of the North half of the larger snodome (as previously reported), they've begun excavating the surface down to the level to regrade the road (and LRT track!).
Yes, but not until they need to. Since it will make it more difficult to move equipment in and out once it is closed off, that won't happen until the pours that require it are ready to happen. We're close.
On the weekend, the smaller dome had cross bracing up in preparation for tarping.

The critical pour is the deck on top, which is a staggering two metres thick. The temperature must be at 10C for at least a week for the concrete to properly set.
I definitely overheard a conversation where a nearby resident complained about the dome, wondering why it was needed when the Weber underpass didn't require one.
I find people that complain* about things like the dome kind of funny.
In general (although certainly not always) the people in charge of these types of decisions know what they're doing way better than a random joe. They probably didn't decide to just throw away one or two million dollars on a whim.
* Complaining is different than questioning. I like finding out *why* these things are needed.
