I suspect that what you describe is more an artifact of the tracks being in an unfinished state.
R&T Park has had to accommodate freight traffic for some time, and so they've put the switch the correct way. (If it were the other way, there'd be no track for the train!)
UW is not yet in use, and they have only just placed the rail down, so it's in a configuration presumably convenient for installation.

Markster is correct; at UoW, the drawbar which tugs at the "blades" of the rails isn't installed yet, so both of the rails are just spring outward toward the adjacent rail since that's their relaxed state. At R&T Park, they're semi-permanently fastened in the state they're in (for about 1 year) until the switch gear is installed. I say 1 year because realistically that's the timeframe we're looking at, for the earliest possible requirement that they might want to switch it the other way. The UoW stop is very much "under construction" - a good chunk of the E-Clips are missing!

Marking the ground to pour the rail bed just south of University station. The pedestrian crossings have been closed and re-graded to track level until the rails are in.
